Clean Streets contracts to the council to take over responsibility for:
- Patrolling municipality streets, parkland, creeks and train stations;
- Collecting stray trolleys that are not on shopping center/supermarket and or bordering streets;
- Delivering them to the council pound;
- Issuing notices to the owners of the trolleys on behalf of council;
- Delivering the trolleys back to the owner once the penalty is paid.
Clean Streets contract on a per-trolley basis allowing for a fixed cost which is recoverable by the council by way of fine or other penalty.
The fee includes constant patrols of the municipality streets based on a survey. Clean Streets staff will patrol ‘hot-spots’, (typically a 2km radius of a supermarket or shopping center) daily and all streets in the municipality once a week. It also includes the collection and delivery of the trolleys to the pound and then back to its owner.
Where a trolley is not collected after three months, Clean Streets will take possession of the trolley.
